C. Raj Kumar, is Assistant Professor at the School of Law at the City University of Hong Kong. He was a Rhodes Scholar at the University College, Oxford, and holds law degrees from that institution, Harvard, and the University of Delhi.

A member of the bar in Delhi and New York, his academic specialties include international human rights law, law and development, and law and governance. He is credited with more than seventy five publications, including journal articles in Australia, Hong Kong, Japan and USA. He is currently a Honorary Consultant to the National Human Rights Commission in India.
